Market Analysis

In the third quarter of 2026, single-family homes in Westmount sold at a median price of $2,525,000, a little more than three times the median for the island of Montreal ($812,000), according to Centris. In the borough of Côte-des-Neiges-Notre-Dame-de-Grâce (CDN-NDG), the median reached $1,289,500. For Outremont, Hampstead, Mont-Royal (the Town of Mount Royal), Montréal-Ouest (Montreal West) and Côte-Saint-Luc, Centris publishes no quarterly median: there were too few sales.
The sector brings together two boroughs of the City of Montreal, Côte-des-Neiges-Notre-Dame-de-Grâce and Outremont, and five related municipalities (villes liées), each with its own council, budget and tax rates: Westmount, Mont-Royal, Hampstead, Côte-Saint-Luc and Montréal-Ouest. The borough dominates: 170,583 residents in the 2021 census according to its Centris page, and 181 residential sales in the quarter (-5%), against 56 in Westmount (+9%). The island recorded 3,344 (-13%). The changes compare with summer 2025; changes in time on market are expressed in days.

Over four quarters, the four highest single-family medians among the territories Centris tracks on the island are all in this sector: Outremont, Westmount, Hampstead and Mont-Royal. Outremont is ahead of Westmount by $41,700. For the quarter itself, only Westmount’s median is published among the four. Côte-Saint-Luc is the only territory in the sector below one million.
What APCIQ publishes. Its third-quarter barometer groups Hampstead, Mont-Royal, Outremont and Westmount into a “Centre” sector. Single-family homes there show a median price of $2,375,000 (+23%) on 88 sales, $2,000,000 (+3%) over 12 months, and an average time on market of 100 days (+22), against 52 days for the island in the same document.

CDN-NDG sold 99 condos, more than the four other territories in the table combined, and it is the only one with a published quarterly median: $562,000 (+6%), while the island’s did not move. Its active listings climbed to 369 (+27%), and the condos sold there stayed on the market for 71 days on average, 13 more than in summer 2025.

Elsewhere in the sector, between zero and four plexes sold during the quarter: Centris publishes neither a price nor a time on market.
A 24% increase to read with caution. Westmount’s quarterly median rests on 41 sales; over four quarters, the increase is 7%. A change in the median price does not measure the change in value of any given house, because the mix of properties sold changes from one quarter to the next.
Supply is shrinking in three related municipalities and growing in the borough. Across all categories, active listings fell in Hampstead (-15%), Mont-Royal (-10%) and Westmount (-6%), but rose 22% in CDN-NDG and 12% on the island. According to the APCIQ barometer, the Centre sector is the only one of the island’s 18 sectors where they are decreasing (-5%).
The regional context. According to APCIQ, in the third quarter, single-family sellers keep the advantage in each of the major sectors of the metropolitan area, while condos on the island sit on the border between a balanced market and one that favours buyers. The Bank of Canada’s policy rate remains at 2.25% as of October 20, 2026; the next announcement is scheduled for October 28.
The welcome tax changes at every boundary. Section 2 of the Act respecting duties on transfers of immovables allows each municipality to set its own rate on the portion above $500,000, up to 3%, a ceiling that does not bind the City of Montreal.
| City | Above $500,000 | On $700,000 | On $1,500,000 |
|---|---|---|---|
| Montréal (CDN-NDG, Outremont) | 1.5% up to $552,300, 2% up to $1,104,700, then 2.5% | $9,349.00 | $27,325.50 |
| Westmount | 3% | $11,610.50 | $35,610.50 |
| Hampstead | 1.5% up to $552,300, then 3% | $10,826.00 | $34,826.00 |
| Montréal-Ouest | 2%, 2.5% from $750,000, 3% from $1,000,000 | $9,610.50 | $31,860.50 |
| Côte-Saint-Luc | 1.5% up to $800,000, then 2.5% | $8,610.50 | $27,610.50 |
| Mont-Royal | 1.5% up to $630,100, 2% up to $1,260,300, then 2.5% | $8,960.00 | $26,158.50 |

For Hampstead, whose page still shows the first two brackets for 2025, the calculation applies the 2026 brackets set out in the Act. Montreal moves to 3.5% above $2,136,500, then to 4% above $3,113,000. The welcome tax calculator gives an order of magnitude; the amount that counts is the one set by the city.
The assessment roll. On the 2026-2027-2028 roll, which reflects the market as of July 1, 2024, the average single-family home is valued at $2,739,500 in Westmount, $2,324,400 in Outremont, $2,137,200 in Hampstead and $2,000,500 in Mont-Royal, against $927,300 in the agglomeration. Compared with the previous roll, single-family values rose 2.4% in Mont-Royal, 4.9% in Westmount and 5.0% in CDN-NDG, against 12.1% in the City of Montreal.
Property tax. Montreal’s 2026 budget puts the tax bill for the average single-family home at $7,442 in Côte-des-Neiges-Notre-Dame-de-Grâce (+1.4%, the smallest increase of the 19 boroughs), $13,800 in Outremont (+3.1%) and $4,939 (+4.3%) for the city. The related municipalities vote their own rates: for 2026, Westmount shows a total rate of $0.6583 per $100 of assessment for residential properties of five dwellings or fewer. Elsewhere, ask the seller for the latest tax bill.
Namur-Hippodrome: a plan, no timetable. According to the City of Montreal’s project page, updated on June 4, 2026, this future 95-hectare neighbourhood near Namur station, on the site of the former racetrack, is to hold 18,500 to 20,000 dwellings, more than half of them non-market housing. The master plan has been adopted since December 2024; the next step is welcoming the first real estate projects, with no construction date published.
Transit. Two REM stations now in service are located, according to their station pages, in Mont-Royal and in Outremont: Ville-de-Mont-Royal, on chemin Canora, and Édouard-Montpetit, which connects with the blue line. The mobility projects for Montreal’s greater Southwest, whose study area includes Côte-des-Neiges-Notre-Dame-de-Grâce, Westmount and Montréal-Ouest, were removed from the Plan québécois des infrastructures (Quebec’s infrastructure plan) in Quebec’s 2025-2026 budget, according to ARTM’s capital expenditure program.
Plexes: no exemption to convert. Converting a rental building into divided co-ownership is prohibited throughout the agglomeration unless an exemption is granted, and the CDN-NDG borough has granted none since October 9, 2024 (by-law RCA24 17403). In CDN-NDG, a plex buyer therefore cannot count on a conversion to resell the units one by one. Undivided co-ownership follows other rules, described in undivided co-ownership in Montreal.
Short-term rentals. Outremont prohibits commercial tourist residences; CDN-NDG allows them only in certain commercial zones, such as boulevard Décarie.
The rental market. In CMHC’s October 2025 survey, the most recent, the vacancy rate rose in one year from 2.5% to 4.0% in the “N.-D.-de-Grâce/Ct-St-Luc etc.” zone and from 2.1% to 2.9% in the “Ct-des-Neiges/Mt-Royal/Outremont” zone. From January to September 2026, the first zone recorded 43 housing starts, against 254 a year earlier, and the second 492, against 425.
Selling in a small related municipality. With 12 single-family sales during the quarter in Hampstead and 8 in Montréal-Ouest, no median is published: the price is defended with comparable sales from the last four quarters. The method is described in real estate comparables: auditing your neighbour’s price.
Selling in Westmount. During the quarter, single-family homes sold there stayed on the market 102 days on average, six more than a year earlier, and twice the island’s 51 days according to Centris. An average does not predict how long a particular address will take to sell.
Buying a condo in Côte-des-Neiges or Notre-Dame-de-Grâce. The choice has widened: 27% more listings in a year. On $700,000, transfer duties there come to $9,349.
Buying a plex. Start from the rents actually collected, in zones where vacancy has risen according to CMHC, and in CDN-NDG, do not count on a conversion to divided co-ownership.
Is it a seller’s or a buyer’s market in Westmount, Outremont or Mont-Royal? APCIQ does not rule city by city, but by price range for its Centre sector, for single-family homes, over 12 months. Below $2,500,000, the market there favours sellers (4.1 to 7.2 months of inventory); from $2,500,000 to $3,000,000, it is balanced (8.3 months); at $3,000,000 and above, it favours buyers (16.0 months). How to read these ranges is explained in the luxury real estate market in Montreal.
Why is the welcome tax higher in Westmount than in Mont-Royal for the same price? Because each city sets its own rate above $500,000. Westmount applies 3% from that threshold; Mont-Royal keeps 1.5% up to $630,100. On $1,500,000, the gap is $9,452.
Will the Namur-Hippodrome project move prices in Côte-des-Neiges-Notre-Dame-de-Grâce? No official source measures such an effect, and the City publishes no construction date.
