Practical Guide

After a two day outage, the questions always come in the same order: how much does a generator cost, and does insurance pay for the freezer. The order should be reversed. A generator wired to the panel is a regulated job that requires written authorization from Hydro-Quebec, and a home policy gets read before winter, not after the damage.
The difference is not the output, it is the connection. A portable generator never touches the wiring: the Quebec government asks you to put the home’s main breaker in the off position, then plug the appliances directly into the generator’s outlets, with CSA approved extension cords.
A permanent generator feeds the house circuits, and it falls inside the regulatory definition. For the Régie du bâtiment du Québec, an electrical installation is any wiring installation used to transmit energy coming from an electricity distributor “or from any other source of supply.” The fact that the current does not come from Hydro-Quebec does not take the job out of the Construction Code.
| Portable | Permanent | |
|---|---|---|
| Link to the wiring | none | approved transfer switch |
| Hydro-Quebec authorization | not required | written and prior |
| Who does the work | you, CSA cords | subcategory 16 licence |
| Declaration to the RBQ | not applicable | by the contractor, with exceptions |
| Box on the seller’s form | none | D10.4 |
The rule lives in the document electricians call the blue book: standard E.21-10, Service d’électricité en basse tension, 10th edition, updated in February 2021. Its article 1.2.1.2 is clear. Written authorization from Hydro-Quebec is mandatory before the connection of electricity generating equipment in parallel with the grid.
The same article says what is accepted: a standby generating set fitted with a switching device carrying a mechanical interlock that makes coupling the set to the grid impossible, what is called an open transition. Without that interlock, the customer must submit a connection study before commissioning.
Two requirements explain why improvising is forbidden: the set must sit downstream of the metering equipment, and the metering equipment must not be capable of being energized by the set. The current from your generator must never be able to travel back toward the meter, and so toward the conductors a restoration crew is working on.
The Corporation des maîtres électriciens du Québec settled on November 19, 2024 the question asked in every do it yourself group. The Construction Code, chapter V, Electricity, prohibits two alternating current sources in the same raceway, the same box or the same distribution panel, at article 10-904. An interlock kit bought online changes nothing: a distribution panel is not a transfer switch. What is needed is a switch approved for the use, or a combined panel approved for that use, and the CMEQ specified in November 2025 that it goes inside the building being served, the outside being permitted only by exemption.
Who does the work? The RBQ writes it: for electrical installation work, the licence must carry subcategory 16, Entrepreneur en électricité, and it is the CMEQ that qualifies its members as the government’s agent. Check the number in the Registre des détenteurs de licence before you sign. The contractor must also declare the work to the RBQ, with exceptions, including work of no more than 10 kW with no wiring added or replaced.
The municipal side varies. The planning by-law of the Ville-Marie borough, in Montreal, places “any other electrical equipment used for the operation of a building” in the mechanical equipment category. Its article 423.1 prohibits it in a front yard, on a facade or visible from a public road; article 423.3 allows it in the other yards, not visible from the street and more than 1.5 m from the property lines. The prior authorization with an acoustic study under article 423.7 does not apply to equipment serving a single dwelling. In Brossard, by contrast, the city publishes a permit process specific to generators, with a certificate required except for buildings of 8 dwelling units and fewer. Call your planning department before you order the appliance.
Here is the belief to correct, because it circulates in metres and in feet. No distance figure appears in the official instruction. The Quebec government’s Panne de courant page, updated on November 11, 2025, asks that the generator be placed outside the home and the garage, in a ventilated spot, away from doors and windows, on a raised base. Hydro-Quebec refers you to the manufacturer’s manual for the minimum distance required. The right distance is therefore the one for your appliance, and it is written in its manual.
The rest has no nuance. Hydro-Quebec writes never to use a combustion appliance indoors, including a running vehicle in the garage. Only a carbon monoxide alarm detects that gas, and if it goes off, you leave, call 911 and wait for a firefighter’s authorization. The obligation to install those alarms is dealt with in our article on the smoke alarm and insurance.
The Bureau d’assurance du Canada said it again in its March 11, 2026 release: most home insurance contracts cover the loss of food in the refrigerator or the freezer, as well as the freezing of plumbing fixtures. The BAC adds the condition that sinks claims: document the losses with an inventory, photos or a video, so before you empty the freezer. To know when to throw things out, the Quebec government gives two markers: 4 to 6 hours for the refrigerator, up to 48 hours for a freezer filled to capacity.
What I cannot give you, for lack of a source: the maximum amount payable for food and the minimum interruption the policies require. Neither the BAC nor Infoassurance publishes a ceiling or a threshold. The same caution applies to the discount: the list of seven factors that influence the premium, published by Infoassurance, mentions no generator at all. If you are shopping for a home that already has one, what I check before the offer is summed up on the buyer’s page.
If the home becomes uninhabitable because of covered damage, the additional living expenses coverage opens. It reimburses the extra compared with what you normally pay, up to a maximum: housing and feeding yourself costs $100 a day, the hotel and the restaurant $200, the insurer pays $100. What requires an endorsement is set out in our article on common home insurance claims.
A long outage stops the basement sump pump. But water coming up through the ground or the sewer is not in the base contract. Infoassurance is clear: the policy includes water damage caused by a plumbing fixture, such as the bathtub, the washing machine or the water heater, and by the breaking of a drinking water pipe. For a sewer backup, an infiltration or a watercourse overflowing, the endorsement is needed, with its own separate coverage amount. Have it confirmed in writing whether the “pump stopped by an outage” scenario falls inside yours: the declared cause decides, and it argues badly after the fact.
The second clause is the one about absence. In its brochure Tout connaître sur l’assurance et les dommages causés par l’eau, the Bureau d’assurance du Canada states that if you leave the house for several days during the winter, you must shut off the water and drain the pipes, or ask someone to check the property every day beyond seven days of absence, in particular to verify the heating. Failing that, damage resulting from frozen pipes will not be covered. The Quebec government asks for the same steps when evacuating in winter: close the water inlet, drain the piping, put antifreeze in the bowls and the drains.
The mandatory Déclarations du vendeur sur l’immeuble form, the seller’s declarations on the property, DV 00001, version V2406/2022, asks the question in section D10, Énergie. D10.4: “Is the property equipped with a built in generator?” If yes, a sub-question follows on the problems that have already occurred. Two neighbouring boxes fall into the same conversation: D10.5 on the electrical panel being changed and the year, and D10.2 on problems related to electricity.
What the form does not ask counts just as much. No box bears on the transfer switch, on the installer’s licence or on Hydro-Quebec’s authorization. The net is elsewhere: D14.4 asks whether major work has been done and whether the required permits were issued for each one, with the detail in section D15. Three other boxes are filled in better with the file at hand: D9.3 on the sump pump, D9.13 on the backwater valve, and D2.13 and D2.14 on a refusal to insure or to indemnify. The form is taken apart in our article on the seller’s declaration in Quebec.
Keep three pieces, then: the contractor’s invoice with the licence number, the work declaration and Hydro-Quebec’s written authorization. The seller who has them answers in five minutes. The one who does not answers “I do not know” to a buyer who has just seen a big grey appliance bolted to the foundation.
Can I plug my generator into the dryer outlet with a double male cord? No. The Construction Code prohibits two alternating current sources in the same panel, and Hydro-Quebec authorizes the connection only with a switching device carrying a mechanical interlock. That setup puts current on conductors other people believe are dead.
Does a generator lower my premium? No official source says so, and the seven premium factors published by Infoassurance do not mention it. Ask your insurer for the answer in writing rather than assuming a discount.
Do I need a municipal permit? That depends on the municipality and, in Montreal, on the borough. Check before you buy the appliance: the siting rules and the noise by-law apply even where no permit is required.
I am away for two weeks in January and I have an automatic generator. Am I covered? The generator does not replace the clause in the contract. Beyond seven days of absence in winter, you have to shut off the water and drain the pipes, or have the house checked every day, otherwise frozen pipe damage is not covered.
